OUTREACH, DATA COLLECTION AND FOLLOW UP OFFICER

The US Department of State funds TransCentury Associates Inc. (TCA), a US based small business with a fully functioning office in Egypt, through a Federal Assistance Award to implement the Fiscal Transparency Innovation Fund “FTIF Egypt”.

The project aims to build the capacity of GOE officials and support the transparency of the Egyptian Ministry of Finance (MOF).

Also, coordinate with relevant Ministries like Local Development (MOLD), Planning & Economic Development (MOPED) and Social Solidarity (MOSS) to mainstream access to public data; and improve the monitoring and evaluation of national initiatives’ finance through CSOs engagement and outreach campaigns.

The MOF represented by the Transparency and Community Engagement Unit (TCEU) and other MOF Units will receive technical assistance from TCA in the field of transparency and community engagement.

They will work collaboratively, and with said Ministries, to present general budget projects and important presidential initiatives, most notably Decent Life, in the form of hard copy reports digitally published on the TCEU’s website and linked to the official MOF and other Ministries’ websites for public viewing inside and outside Egypt. All, to help raise Egypt’s global transparency indicators, thus, its ability to attract more foreign investments. In addition, TCA will offer training to officials from the MOF and other ministries in addition to two NGOs, in light of the Egyptian government’s vision of the importance of transparency.

To achieve its objectives; TCA aims to temporarily fill the position of an OUTREACH, DATA COLLECTION AND FOLLOW UP OFFICER, for about five months, to assist in collecting national projects and initiatives’ data obtained from the said Ministries based on agreed upon templates to facilitate its production in hard copy and online formats.

The scope of work will entail the following:
Responsibilities
1. Liaise with senior local officials at various levels to explain project goal and collect relevant data.
2. Ability to contact governorate officials to procure and share national project/initiative information
and know where data is located at the governorate (Housing, Roads, Health, or Education Mudireya).
3. Cross reference data to prove its accuracy among different governorate levels and verify its source.
4. Follow up when data is missing or inaccurate to ensure its timely procurement according to format
5. Command the communication skills to deal with a diverse group like governorate officials at various
levels to meet international donor requirements including data collection accountability.
6. Collaborate closely with Data Analysis, Standardization & Entry Officer and report to TCA Project
Coordinator to ensure the adherence of data collected to agreed-upon formats.

Required Qualifications
a. Undergraduate degree from a reputable university in the field of engineering, business, finance,
development or relevant field.
b. Three to five years of experience in the development field, working with GOE Ministries, Mudireya
& Markaz level officials, and national NGOs in rural and urban governorates.
c. Experience with local development hierarchy & division of labor among governorate Mudireyas.
d. Possess the outreach connections at the governorate levels to draw upon in Upper and Lower Egypt.
e. Familiarity with Microsoft Office applications with special Excel competencies.

STANDARDIZATION & ENTRY OFFICER, for about five months, to assist in collecting national
projects and initiatives’ data obtained from the said Ministries based on agreed upon templates to facilitate
its production in hard copy and online formats. The scope of work will entail the following:

Responsibilities
1. Possess the analytical skills to command data, establish standardization practices based on agreed
upon common denominators, and enter data of project/initiative templates.
2. Cross reference data among different sources using fault-finding means to confirm accuracy levels
and ensure its valid source.
3. Redesign project/initiative data templates based on data available at MOLD and data that can be
procured in venue governorates including media such as videos and photos.
4. Enter and format data based on hard copy report and website design publishing requirements.
5. Command the communication skills to deal with a diverse group like governorate officials at various
levels to meet international donor requirements including data collection accountability.
6. Collaborate closely with Outreach, Data Collection and Follow Up officer and report to TCA Project
Coordinator to ensure the adherence of data collected to agreed-upon formats.

Required Qualifications
a. Undergraduate degree from a reputable university in the field of ICT, computer engineering or
science, or relevant field.
b. Five to seven years of experience in local development, working with GOE Ministries, governorates’
Mudireya & Markaz level officials, and national NGOs in rural and urban governorates.
c. Proficient with Microsoft Office applications with highly developed Excel competencies.
d. Possess the ICT skills not only to aggregate, standardize & produce national project/initiative data
but in a format suitable & attractive for hard copy & online publishing (in tandem with web designer).

The scope of work will entail the following:
Responsibilities
1. Investigate which GIS data is available at MOLD and which data can be procured in venue
governorates to determine with fellow Officers, under the guidance of the Project Coordinator, the
effort needed in collecting such data and how to best use it to serve the project goals.
2. Possess the analytical skills and experience to determine the necessary GIS data and collect it to tag
and identify projects/subprojects in a manner that adds value to project/initiative data templates.
3. Use common international best practices in identifying and correlating projects in one governorate,
Markaz or mother village or under one project/initiative.
4. Command the communication skills to deal with a diverse group like governorate officials at various
levels to meet international donor requirements including data collection accountability.
5. Collaborate closely with fellow Officers with report duties to TCA Project Coordinator to ensure the
adherence of data collected to agreed-upon formats.

Required Qualifications
a. Undergraduate degree from a reputable university in the field of Geographical Information Systems,
urban planning, or relevant field.
b. Over seven years of experience in local development, working with GOE Ministries, governorates’
Mudireya & Markaz level officials in rural and urban settings using GIS mapping & data production.
c. Proficient with professional GIS, graphic and drawing applications with highly developed ArcGIS
and AutoCAD 2D competencies.
d. Experienced in urban planning within a local context especially in local government; able to produce
GIS value that meet hard copy & online publishing requirements in collaboration with web designers.
